A unified conceptual framework for flood plain management in the Melbourne metropolitan region consists of three basic principles; The Urban Environment is a Single Interacting System, The Urban Environmental System for Planning Purposes is Closed and Floodwaters are resources Out-of-place. The XXX emphasises that for the watercourses to function as urban amenities rather than water hazards, careful planning and engineering must take place to assure the wise use of land subject to periodic inundation.
