To the unutterable sadness of the fighting that engulfed Bougainville Island and nearby islands from 1988-1998, with the loss of up to an estimated 20,000 lives, must be added a footnote about the sad history of this report.
Compiled as a favour to the North Solomons Capital Authority by the National Capital District Interim Commission (Port Moresby) in 1988, the completed report was posted to Arawa but returned by PNG Post in 1990 as undeliverable on account of the civil war. There was no prospect of implementing the ideas herein. PaRC’s deepest sympathy is extended to the people of the Arawa and environs.
