From the early days of settlement of Melbourne, much attention was paid to the reservation of land for many public purposes including parks. Not all actions were positive. In this paper, however, it could be that there were three periods in which visionaries held survey The first (first vision 1845-1881) resulted in significant areas of parkland being saved for the city of Melbourne, the reservation of frontages to Port Phillip Bay and rivers and streams, the second vision (1929) was not realised and the third vision (1973) was in the process of implementation.
